WSS basic scheme is a government funded initiative which is specially designed for the low income individuals living or working in Singapore. Eligibility for WSS

There are certain eligibility requirement which the individuals should possess. The workers have to be the citizen of Singapore. The age limit is 13 years for the persons with special needs and 30 years for normal people. They have to be job holders and they must have reported their Net Trade Income or work completed in the previous Work Year and have taken Medi Save contributions.

They must come under a particular income threshold i.e. the average gross monthly income should be not more than $3,000 over the last 12 months and this will be come into effect from July. The individuals have to live in a property with an annual value of less than $21,000 valued as of 31 December of the previous year.

They can have only two property. There are certain conditions that if the applicant is a married person then they together can hold fewer than two properties and the spouse’s income of previous year should be below $70,000. The applicants can verify their eligibility by checking the Workfare eService using your Singpass. Please remember that a WSS letter is not required for course registration with Training Providers.

Types of financial assistance under WSS Basic Scheme

Training Allowance or TA: As an allowance the workers will get $6 per hour if they will be eligible. The individuals must have worked with a maximum of 180 training hours, they must have completed the approved courses after 1st of July, 2020. The applicants must have finished and passed the courses by covering their own training expense and also not disqualified from receiving grants from SkillsFuture Singapore, Workforce Singapore, or the Employment and Employability Institute.

There is an exception that from April onwards the trainees will no longer be able to receive both the hourly Workfare Skills Support Training Allowance and the monthly Skills Future Mid-Career TA at the same time. This allowance is granted under the following conditions: the course must be outcome-based, it must base on the Progressive Wage Model (PWM), and it must begin during the period when the individual is eligible under the scheme. This policy helps to partially offset the loss of income while individuals are engaged in training.

WSS Basic Training Commitment Award or TCA: under this reward, the govt. provides cash reward to encourage the eligible workers to become sustainable in their ongoing training. The trainees will get an amount of $100 if they will complete at least two short courses. They will get $800 if they will finish a full time course of WSQ or Academic CET. The total TCA offered to them is $1,000 per WSS eligibility year. Application is not required and the individuals will be informed about the payment via SMS or letter from the CPF Board which may take maximum of 1 to 3 months.

Absentee Payroll Support or AP: Not all workers are eligible to get this allowance. Only the employees who are being sent by their employer for training purpose can receive this. AP covers mostly 95% of the employee’s basic salary, amounting to $13 per hour. To get this allowance, the applicants have to finish the courses which must be listed by Workforce Singapore and employers must confirm the course’s eligibility before sending their employees. This support helps employers in covering the salary costs while their staff are away for the training purpose.

How can someone apply?

The process of applying for the scheme is simple and easy. The employees don’t need to apply as they will be automatically enrolled after the completion of a listed course. The individuals who are self-employed and not working under any employer, they have to submit a claim form if they want to receive the training allowance.

They need to provide proof of self-employment like a contract or ACRA document and course details such as the title, dates, and training provider. The employers can apply via online by entering into Enterprise Portal for Jobs and Skills, but they must have to confirm the course’s eligibility before applying. It’s important to note that only one type of salary support that is TA, Absentee Payroll (AP), or Salary Support can be claimed for the same training period.
